Financial Services Authority, Jakarta, November 7, 2016 : The Financial Services Authority (OJK) and PT Pegadaian (state-owned pawn shop) hosted a Workshop on Electronic Goods and Motorized Vehicles Appraisal from November 7 to 11, 2016, in Jakarta. 

This workshop was held to help owners of private pawnshops, whether those who are applying or will apply for business licenses to the OJK, or those whose shops have been operating, have certified appraisers. As regulated by OJK Regulation No. 31/POJK.05/2016 on Pawnshops, one of the requirements for obtaining a private pawnshop business license is submission of appraiser certificates awarded by professional certification organizations or other parties appointed by the OJK as the appraiser certificate issuer. In addition, pawnshops are required to have at least 1 (one) certified appraiser at each outlet. 

So far, there has been no appraiser certificate issuer that has received a license from the National Profession Standardization Agency (BNSP). This has certainly presented a problem for private pawnshops for finding certified appraisers. To address this issue, in compliance with provisions of the OJK Regulation on Pawnshops, which state that the OJK may appoint other parties as appraiser certificate issuers, the OJK has appointed PT Pegadaian (state-owned pawnshop) to conduct an appraiser certification program, pending a similar institution that has received a license from the BNSP. The decision was made by taking into account PT Pegadaian's experience and its facilities and infrastructure for holding training for appraisers.   

This workshop was open for owners of private pawn shops, which have been running or would operate soon, and for those who are filing for business licenses to the OJK. More than 50 (fifty) participants attended the workshop free of charge. The event gave training to participants on mortgage law, regulations on pawnshops, mortgage management, risk management, and practices of appraising electronic goods and motorized vehicles as collaterals. On November 11, 2016, the last day of the workshop, participants would take a competency test. Those who passed theoretical and practical examinations would receive appraiser certificates.

For this year, the OJK would organize two appraisal workshops. The second workshop has been scheduled for the fourth week of November 2016. The workshops are expected to produce certified and competent appraisers. Private pawnshop owners who have acquired certified appraisers from this workshop will then be able to submit application for registration or business licenses in accordance with provisions of the OJK regulation on Pawnshops.
