Facing the Energy Transition, the Government and Entrepreneurs Need to Set a Strategy for HR

Liputan6.com, Jakarta - The government and companies are considered to have to prepare the right strategy in managing human resources (HR) in the face of Indonesia's energy transition 2030-2050.

Indonesia's energy transition plan will have a substantial impact on HR management so that it remains effective and relevant so that it can encourage the success of Indonesia's energy transition in accordance with the General National Energy Plan (RUEN).

 

This was revealed by Dony Indrawan, a psychologist and HR practitioner who has been in the energy industry at both national and global levels, in a sharing session entitled "Human Resource Management Strategies in Welcoming Indonesia's Energy Transition," which was organized by the Energy & Mining Editor Society (E2S) virtually in Jakarta, Wednesday night (3/8/2022).

 

"Without making changes in human resource management, especially energy human resources, the transition process is estimated to be slow and the energy mix will only be a dream and an illusion," he said.

The preparation of human resources takes a strategic role as a driver and implementer of the energy transition.

 

Dony explained that the plan and implementation of the energy transition is a necessity for Indonesia now and in the future.

 

"With the growing gap between the ability to provide energy from fossil sources such as oil and gas, and the growing energy needs until 2030 to 2050, Indonesia must establish the right position to encourage readiness to implement this energy transition as early as possible by making a strategy that This includes strategies for managing energy human resources,” explained Dony, who had served as an HR practitioner at Chevron's Head Office in Texas, United States.

 

According to Dony, there are at least three main strategies for the government to prepare human resources that will support the success of this energy transition plan.

 

First, make changes to energy HR policies that are in line with RUEN. This is related to the policy of preparing funds, infrastructure, curriculum, and preparing potential human resources for the development of science and technology, including research and the use of best practices in education, especially higher education that focuses on new and renewable energy, as well as the development of the use of fossil energy. more advanced and environmentally friendly.

 

"Fossil energy will continue to play an important role in 2050, so we need a HR development strategy that is relevant to the demands of the green economy and the principles of Environment, Social, and Governance (ESG)," he said.

Second, changing the demographics of Indonesian energy HR expertise. The process to make someone an expert in the energy sector is not an overnight process. A very accurate data is needed to determine the number of experts/professionals needed based on areas of expertise that are realistically mapped in Indonesia's energy mix.

 

"After that, only then can we develop a process to transition the current energy human resources and the next generation to support the creation of the desired skill demographics in line with the energy transition timeline," he said.

Third, changing the mindset of human resources in energy utilization. The energy transition plan and energy mix will not run smoothly without changing the mindset of the wider community and the main players in this energy industry or sector.

 

To support this mindset change, the government should continue to campaign for the importance of wise use of fossil energy and encourage the use of new and renewable energy in a balanced and aggressive manner.

 

"The public and energy industry players are given confidence that the use of energy based on the existing energy mix plan will still produce the expected value as they have enjoyed so far and even be able to provide even better benefits," he said.

Meanwhile, for the Company, especially in the energy sector, Dony, who is currently working at Pertamina, explained that the company needs to prepare a business plan that is appropriate and relevant to Indonesia's energy transition plan and energy mix.

 

This is at the same time preparing the right strategy in HR management so that the company's HR is able to play a clearer and vital role in carrying out the company's transition to develop a more promising new energy business in the future.

 

“In order to be successful, companies must make the right strategy, namely first, making changes to talent acquisition and development policies to balance the changing needs for talent in line with this energy transition so as to obtain suitable and superior talents. This policy must be able to make companies more flexible in recruiting candidates who have the potential to be easy to develop to become the motor of energy transition and change in the company's business, "explained Dony.

 

The second corporate strategy, continued Dony, is to transform the company's Development and Training Program so that it can meet future business needs without losing the opportunity to continue to strengthen the company's current business.

 

"If the company is late in transitioning the development and training program, when the company has entered the new energy business, the company's human resources will only be able to carry out a minimal role, so it can be predicted that the company's new energy business development will run slowly and may even be hampered," he said.

Dony added that the company must implement a third strategy, namely carrying out the transition of performance appraisal and remuneration policies, so that they will be ready on time. The new business does not mean that it is unattractive in terms of remuneration, in fact it should be able to offer a more attractive aspect to workers because this business will become the Company's main business in the future.

 

"Every worker who is potential and has the opportunity to become a driving force because skills that are easily transformed into new energy businesses deserve an attractive offer so that they feel the value of the skills they already have and the challenges they will face," he added.

 

At the end of the sharing session, Dony concluded that Indonesia's energy transition plan is something that should be encouraged by all parties, including the government, companies, and the community. Indonesia's abundant energy resources should be a way out of the gap in meeting national energy needs, but of course, to develop new and renewable energy, reliable and superior human resources are needed.
